Great movies that occurred during war but didn't show actual battle include The Bridge on the River Kwai Weren't bullets exchanged near some bridge? ;-)
Of course this is a big generalisation but Americans can't make believable movies about WWII. I think that Europeans know better what a war is like. Of course American soldiers know that, but in this continent everyone had to face the war, not only soldiers. We had to rebuild our countries etc, it affected Europe much more. Are you saying that in order to make a "believable" war movie, you have to include (or even focus on) the civilian impact? If so, that's more of a matter of taste than a criticism. That'd be like saying a WWII movie is unbelievable because it didn't focus on the political leaders of the day.
However, if a movie is trying to show the civilian impact and utterly fails to do so convincingly, then that would be a fair criticism. If this is what you meant, I'd like to see which movies you were talking about, not that I doubt you, but just for clarity.
