When you see a movie's record, not just it's name and info but the full webpage about it, then every tag can be rated red, neutral (grey), or blue. Red is negative, blue is positive. Precisely what the rating is for is unclear.
The Help Topic talks about "thumbing" up and down, individual tags. That feature has been replaced by the positive negative sorting. (It was not updated in the Help Topic)

Personally, I like the old way better.
Well.. the thumbs is still present in the result list, but only for the "top tags". Thumb up is not exactly the same as dragging the tag to the blue/like area AFAIK.
